Background. This article examines the evaluation of multilateral cultural projects, which is relevant in today’s sociocultural and political context. The subject of this analysis is the cultural projects of the BRICS group. Although the Russian Federation has a methodology for evaluating cultural projects (the Presidential Cultural Initiatives Fund - PKFI), there is no methodology for expert evaluation of many factors that consider the goals of BRICS cultural projects.
Purpose. To identify the key components in the expert appraisal of multilateral BRICS projects in the sphere of culture.
Materials and methods. This article analyzes various methods and the entire expert appraisal of cultural projects. It identifies many details of BRICS cultural projects based on an analysis of BRICS documents and declarations and presents the components of the expert appraisal of BRICS cultural projects. The article’s scientific novelty lies in the proposed components of an expert assessment of BRICS cultural projects, which can be used in future methodology.
Results. It has been established that potential cultural projects are niche in nature and that the scope of their impact on the BRICS population is limited. The proposed expert assessment components are necessary to overcome contentious issues in the process of reviewing multicultural projects for compliance with BRICS values and goals. This is a key management indicator, identifying strengths and weaknesses, as well as opportunities for developing intercultural dialogue both between different BRICS countries and with other countries.
Practical implications. The research results can be applied to developing methodologies for expert assessment of the effectiveness of cultural projects implemented by BRICS agreements, as well as to formulating the basis for a unified cultural policy for the alliance, considering its cultural governance structure, based on the principle of diversity in unity.
Обоснование. Статья посвящена актуальной в условиях современной социокультурной и политической реальности теме экспертизы многосторонних культурных проектов. Предметом анализа выбраны культурные проекты группы БРИКС. Несмотря на имеющиеся в РФ методики оценки культурных проектов (Президентский фонд культурных инициатив – ПФКИ), методика экспертной оценки многосторонних культурных проектов, учитывающих цели работы БРИКС, отсутствует.
Цель исследования – выявить ключевые компоненты экспертной оценки многосторонних проектов БРИКС в сфере культуры.
Материалы и методы. В данной статье используется метод анализа различных методик и особенностей экспертной оценки проектов в сфере культуры, определена специфика многосторонних культурных проектов группы БРИКС на основе анализа документов и деклараций БРИКС, даны компоненты экспертной оценки культурных проектов БРИКС. Научная новизна заключается в том, что в статье предложены компоненты экспертной оценки совместных культурных проектов БРИКС, которые могут быть использованы в будущей методике.
Результаты исследования. Установлено, что существующие проекты в сфере культуры носят нишевый характер, что существенно сокращает их влияние на население БРИКС, предложенные компоненты экспертной оценки необходимы для преодоления спорных моментов в процессе экспертизы многосторонних культурных проектов на соответствие ценностям и целям БРИКС, что является важным управленческим инструментом, выявлены сильные и слабые стороны, и возможности для развития межкультурного диалога как между странами БРИКС, так и группы с остальным миром.
Область применения. Результаты исследования могут применяться для разработки методики экспертной оценки эффективности проектов в сфере культуры, проводимых группой БРИКС, а также формирования основ единой культурной политики альянса с учетом его характерных особенностей управления, основанного на принципе многообразия в единстве.
